VAGAR works with organisations and professionals facing situations that can no longer be resolved simply by working harder. In organisations, this may appear in fragile processes, unclear roles, inconsistent decisions or growth without structure. For professionals, it may appear in a transition, a new role or a career decision that is difficult to prepare alone.
Our connection to the Alentejo is not decorative. It is the origin of a simple idea: anything that needs to become solid requires careful reading, sequence and the right time to build.
In the Alentejo, taking time is a measure of quality. Clay cannot be rushed while it dries, and cork cannot be denied the time it needs to rest. In people strategy and development, there is also a right time to observe, decide and build.

Luís Pires da Silva
Founder · VAGAR Human StrategyLuís Pires da Silva has worked in Human Resources, training and people development for more than a decade. His career was built inside organisations, close to teams, supporting leaders and taking responsibility for structuring an HR function capable of keeping pace with growth and change.
Throughout this career, he held responsibilities in learning and development, HR business partnering and Human Resources leadership. As Learning and Development Manager, Head of HRBP and Head of Human Resources at act digital, he led an HR team and worked across talent, performance, development, culture and the organisation of the HR function.
He holds a master’s degree in Human Resources, Work and Organisational Psychology from the Faculty of Psychology at the University of Lisbon and is a doctoral student in Management at the University of Évora, where he researches the relationship between Artificial Intelligence, leadership and decision-making in organisations.
VAGAR grew out of the experience of someone who understands organisational reality from within: the distance between a policy and its application, between a decision and the capacity to implement it, and between desired growth and the structure available. Every intervention begins with this reading: understanding before proposing, structuring before accelerating, and leaving useful capability in place after the work is complete.
